improper repair of fire damaged condominium

oct 2000 my condo was damaged by fire. the condo assoc called me and asked me to come to the ofc to sign a release for the contractor to begin work. i did not know the contractor was one hired by the assoc to do general work at the condo complex. not long after he began work i and my neighbor who recvd minor damage began to complain about the work to the ofc., the contractor lied and modified the insurance estimate without consulting me. he did inferior work and when i questioned him he said he was doing what the building inspector advised him to do. i tried to meet with the assoc, bldg inspector and contractor to try to resolve my issues to no avail. i called and wrote the insurance commissioners ofc and was advised since the assoc had the insurance policy on the structure, i did not have any input. i asked the contractor to cease work until we could get the issues resolved. i could not get the assoc or insurance adjuster to take an active role in getting my condo restored up to standards. the assoc says the contractor came to each resident affected by the fire and offered his svcs and we signed a contract with him. that is a lie, i never signed anything with the contractor. now i am being fined for each day i have not let the contractor finish his inferior work. i refuse because i am paying a mortgage and if i wanted to sell the condo and an inspector came in i would not be able to do so. i am almost to the point of defaulting on my mortgage because i can not get help and don't know where to turn. the ins co paid the assoc 40,000 and they said they paid the contractor all but 12,000. should they have paid him without verifying the work was satisfactory? they never inspected the work or asked if i was satisfied. i feel like i have been taken advantage of; any suggestions would be appreciated.
