Jan.-Feb. 1991, armed conflict resulting from IRAQ's invasion of KUWAIT. In Aug. 1990 Iraq invaded and annexed Kuwait, which it had long claimed. The UN Security Council called for Iraq to withdraw and subsequently embargoed most trade with Iraq. On Jan. 17, 1991, a U.S.-led coalition that included Britain, Egypt, France, Saudi Arabia, and other nations began a massive air war to destroy Iraq's forces and military and civil infrastructure. Iraq called for terrorist attacks against the coalition and launched missiles at Israel (in an unsuccessful attempt to widen the war and break up the coalition) and at Saudi Arabia. The main coalition forces invaded Kuwait and S Iraq on Feb. 24 and, over the next four days, encircled and defeated the Iraqis and liberated Kuwait. Kuwait and Iraq suffered enormous property damage, and the war led to unrest among Kurds and Shiites in Iraq. Iraq agreed to coalition peace terms but subsequently sought to frustrate the carrying out of the terms, particularly UN weapons inspections. In 1993 the U.S., France, and Britain launched several air strikes and a cruise missile strike at Iraq in response to provocations, including an Iraqi plan to assassinate former U.S. Pres. Bush. An Iraqi troop buildup near Kuwait in 1994 led the U.S. send forces to Kuwait and nearby areas. See also IRAN-IRAQ WAR.

Cold War Recognition Certificate
In accordance with section 1084 of the Fiscal Year 1998 National Defense Authorization Act, the Secretary of Defense approved awarding Cold War Recognition Certificates to all members of the armed forces and qualified federal government civilian personnel who faithfully and honorably served the United States during the Cold War era, from Sept. 2, 1945, to Dec. 26, 1991.

Versailles, Treaty of
any of several treaties signed at Versailles, France.*1*For the treaty of 1783, see PARIS, TREATY OF.*2*The Treaty of 1871, signed at the end of the Franco-Prussian War by BISMARCK for Germany and THIERS for France and ratified in the Treaty of Frankfurt (1871). France was forced to give up most of Alsace and Lorraine, pay a large indemnity, and accept a German army of occupation.*3*The Versailles Treaty of 1919 is the most famous of the treaties because it was the chief one ending World War I. The Big Four negotiating it were Pres. WILSON (U.S.), Premier CLEMENCEAU (France), Prime Min. LLOYD GEORGE (Britain), and Premier ORLANDO (Italy). The treaty called for the creation of the LEAGUE OF NATIONS. It forced on Germany the burden of REPARATIONS and placed limits on German armed forces. It restored Alsace and Lorraine to France, gave Prussian Poland and most of West Prussia to Poland, made Danzig a free city, put Germany's colonies under the League of Nations, placed the Saar under French administration, called for plebiscites in various territories newly freed from the Central Powers, and called for the demilitarization of the RHINELAND. American opposition to the League of Nations resulted in the refusal of the U.S. Senate to ratify the treaty. In 1935, HITLER unilaterally abrogated most of the terms of the Treaty of Versailles.
