inferior repair of fire damaged condo

oct 2000 my condo was damaged by fire. the assoc called me asked me to come to the ofc to sign a release for the contractor to commence restoring my condo. i was not aware the contractor was the contracted to do general maintenance at the complex and had no experienced in restoring fire damaged property. i complained to the ofc and tried to involve the building inspector, condo assoc and ins adjuster in resolving my issues, to no avail. the condo assoc now says the contractor made a presentation to me for the work and i signed a contract with him. it is a lie. i never met the contractor until after i signed the release at the ofc and i did not sign a contract with anyone. i called and wrote the ins commissioners ofc and each time i was advised the assoc had the insurance on the structure and i did not have any say in the restoration which i disagree with because i pay a mortgage. not only did the contractor do inferior work, he modified the ins estimate for his benefit. the ins co paid the condo assoc 40,000, which the condo assoc says they paid the contractor all but 12,000 for his inferior work. the assoc did not inspect not verify if i was satisfied with the work before releasing the funds. should they have done that? i am almost to the point of defaulting on the mortgage because i have not been able to get help and don't know where to turn. i need advise.
